Site formation and excavation at the "Green Belt" zone at Lo Lau Uk, Tai Po

Incident Report Description

During a hiking in November 2011, excavation work was spotted on the subject area.

The area actually falls within the "Green Belt" zone and any filling and excavation should only be undertaken with the Permission granted from the Town Planning Board. However, when I recheck the record from the Board webpage, I find nothing related to the formation work.

I am very concerned on this case, because the subject area is partly within the lower Water Gathering Grounds. It is a very sensitive area and any activities within such area will result in polluting the natural environment.

Moreover, in 2008, an illegal cement crossing was spotted by several Green groups and I am particular worried that the excavation may be linked to the previous eco-vandalism.

It will be grateful that related department such as Planning Department and Lands Department can do a site inspection in order to safeguard the natural landscape and ecology.

Buildings are not very cheap and not everyone is able to buy it. But, loans are created to help people in such kind of hard situations.
