In the weeks leading to the Chinese New Year festival, China Light and Power ("CLP") were doing works along the pavement along Sheung Sze Wan Road, Clear Water Bay, New Territories. The area of concern commences on the right hand side of Sheung Sze Wan Road when going down the road (from the top of the road), starting just below the second road on the left (signposted Caribbean Villas) and continues to the single lane part of the road close to the right hand turn into Siu Hang Hau Village.

The works were contracted out by CLP to a private contractor going by the name of, I recall, something like, Kam Shing.

Having completed the electrical work, the contractors then laid a new concrete path. However, instead of completely removing from the work site the broken concrete that was once the path, and the plastic membrane sheeting, the contractors simply disposed of this into the woodland adjacent to the path. The contractors also disposed of the sand and cement powder used to make the new path in the same place. There was also a massive increase in the lunch boxes, plastic bottles and cotton gloves in the woodland adjacent to the work site, that was not previously present.

I reported this to CLP 2 weeks before CNY who said that they would have the worksite cleaned up before the CNY holidays. They have not done so.
